Pick up was at noon but establishment closed at noon. Glad we showed up 15 min early and were not late.

The stated pick up time for the car was 5:00 p.m. I arrived at 5:02 p.m. and the place was dark. On the website it says it's open until 6:00 p.m. but they had a paper sign on the door saying the hours were to 5:00 p.m. Why would they allow me to set a pick up time after hours? Ridiculous! So I ended up having to go around the corner and rent a car from Enterprise. Should have done that in the first place.

Cons:

Only one person was working at the desk, so I had to wait about 10 minutes to be helped. The car was not very clean inside.

Pros:

The car was clean and in good condition. Staff assisted us in checking out the car for overall condition. Explained everything we needed to know.

Cons:

Took our lives in our over hands trying to get in and out of the Hertz parking lot, which they share with multiple businesses. The lot is located on a very busy street and not much around to slow down traffic so one can easily get in and out.

Awful, waited in line in the parking garage for 1.5 hours before I was able to get my car. Will never use budget again.

Personnel at San Jose office was rude! He was upselling the car insurance which I told him isn’t necessary as we have coverage through Chase Sapphire Reserve which is the credit card I used to book reservations. He was unhappy that we declined the insurance and was very rude from then on. It was a real sad first impression of Costa Rica citizens.

Budget was under resourced for the amount of reservations they accepted. We waited in line for 30 minutes to check in, then waited another 30 minutes to recieve a car because they had no inventory. I finally accepted a full size Dodge Ram quad cab as my rental car to drive my family to the beach. It was not ideal. I didn't want to wait any longer for my actual rental to be available. They simply oversold their supply. Not a great business strategy. I feel bad for the front line workers that had to deal with that many unhappy vacationers. We were all just sitting around baggage claim staring at each other, waiting for our name to be called in the "Do I Get A Car?" lottery.
